The 10th Intersessional Meeting of UNCITRAL Working Group III on the reform of Investor-State Dispute Settlement (ISDS) took place from September 7–9, 2026, in Ninh Binh. The event was jointly organized by the UNCITRAL Secretariat and the Ministry of Justice of Vietnam.
The meeting was co-organized by UNCITRAL and the Government of Vietnam. It brought together representatives of States, academics, and practitioners in the field of international investment dispute settlement, including Mr. Lưu Xuân Vĩnh, representing Asia Legal.

Discussion on Standing Mechanisms for Investment Dispute Settlement
The Meeting focused on two main areas of the ISDS reform process. These included proposals for a permanent tribunal and a permanent appellate tribunal.
The first area concerned standing mechanisms for investment dispute settlement. Specifically, the discussions addressed proposals to establish a permanent tribunal and a permanent appellate tribunal. In addition, the Meeting focused on the assessment of damages and compensation in disputes between States and investors.

Continuing the ISDS Reform Process
The Meeting featured expert panel discussions and roundtable discussions with the participation of representatives of States, academics, and practitioners.
According to UNCITRAL, the outcomes of the Meeting will continue to contribute to the research and development of the ISDS reform process undertaken by UNCITRAL Working Group III. The Working Group is currently entering the final stage of its reform work.

In addition to the official sessions, the program included professional exchanges. The discussions focused on institutional issues related to standing mechanisms for international investment dispute settlement.
