Overview of the relevant legal documents, including documents such as Decree No. 154/2013/ND-CP; Decree No.04/2018/ND-CP; and Resolution No.136/2024/QH15, which are designed to promote human resource development and attraction, infrastructure expansion, income tax exemptions, as well as other policies encouraging innovative start-up activities and controlled pilot projects.
2. Overview of the policy framework for the development of the artificial intelligence sector, including tax incentives; notable measures comprise the exemption of corporate income tax for five years for innovative start-up enterprises under Resolution No.136/2024/QH14; a one-time initial income support of VND 100 million per person for experts and scientists under Resolution No. 57/2024/NQ-HĐND; and infrastructure support measures under Resolution No. 58/2024/NQ-HĐND.
