On October 8, 2025, the Hanoi People’s Committee officially issued the Decision approving the “Plan to Support Small and Medium Enterprises in Hanoi for the 2026–2030 period.” This plan outlines comprehensive policies to promote innovation, digital transformation, and sustainable development within the city’s business community.
Key objectives of the Plan include:
📌 Supporting the establishment of 40,000 new enterprises annually, with at least 10% being science, technology, and innovation-driven businesses;
📌 Ensuring that by 2030, SMEs contribute 45–50% of Hanoi’s GRDP and provide employment for around 70% of the city’s workforce;
📌 Enhancing SME participation in value chains, digital transformation, green growth, and high-tech industries
The Plan also emphasizes the creation of a comprehensive SME support ecosystem—including advisory networks, investment funds, innovation centers, and special incentive mechanisms for startups, women-owned businesses, and enterprises pursuing sustainable or green models.
