Recent reports from the Cyber Security and High-Tech Crime Prevention Department (A05) reveal that 13 servers belonging to the Ministry of Health contain approximately 900 security vulnerabilities; along with a series of ransomware attacks that paralyzed systems at leading hospitals such as Duc Giang and Hue Central Hospital. This underscores the growing risk of potential data leaks in the future, especially in the context of the digitalization roadmap under the 2023 Law on Medical Examination and Treatment, which requires medical facilities to urgently implement Electronic Medical Records (EMR) and national data interoperability. Medical facilities currently hold the most sensitive asset – medical data, which is valued 10 to 50 times higher than credit card information on the black market.
One of the factors contributing to the worsening data leaks and insecurity in medical examination and treatment facilities is the insufficient emphasis placed on the protection of personal data. Much of this can be mitigated through standardized operational management by CEOs, and by building a corporate culture that respects privacy and personal data. Based on this, on July 3, 2026, Mr. Luu Xuan Vinh, M.Sc., Lawyer and Managing Partner of Asia Legal Co., Ltd., participated in and delivered a presentation at a seminar organized by the Vietnam Federation of Commerce and Industry (VCCI) on the topic:
“Managing Personal Data Risks in the Healthcare Sector: From Decree 356/2025/ND-CP to the Legal Responsibility of CEOs”.

Within the framework of the seminar, Mr. Luu Xuan Vinh, along with more than 150 CEOs of private hospitals, shared the key provisions of the new regulations of Decree 356/2025/ND-CP, and provided practical insights into the legal responsibilities of CEOs in establishing governance mechanisms and complying with laws on personal data protection in the context of an increasingly evolving regulatory landscape.
